Ukraine adopts 'industrial visa-free regime' for eu markets

The Ukrainian parliament has approved a bill aimed at streamlining the country's industrial products for entry into the European Union's market, according to a report by UNN.

Key provisions

The law, numbered 12221, harmonizes Ukraine's accreditation and technical regulation system with EU requirements.

This move is expected to make it easier for Ukrainian industrial goods to access EU markets, with the added benefit of being produced in accordance with European safety standards.

The creation of new jobs is also forecast, which could lead to increased incomes for Ukrainians through easier access to EU markets for their producers.

Key innovations in the bill include:

Mutual Recognition of Accreditation: Ukraine will recognize the results of accreditation conducted by EU bodies if they have successfully undergone mutual evaluation.

Conformity with EU Standards: If a Ukrainian manufacturer uses standards from EU countries that are identical to European harmonized standards, their products will be considered compliant.

Business Responsibility: Companies will be held accountable for the accuracy of information about their goods.

ACAA Agreement: The bill establishes rules for interaction with the European Commission and EU countries' authorities within the framework of the Agreement on Conformity Assessment and Acceptance of Industrial Products (ACAA).

National Accreditation Body: The law provides for balanced representation of all stakeholders in Ukraine's National Accreditation Body.

Cross-Border Accreditation: Conditions for cross-border accreditation have been defined.

The majority of these changes will take effect simultaneously with the start of the ACAA agreement with the EU, dubbed the 'industrial visa-free regime'. Ukraine secured EU membership conditions for the final three clusters in March 2026, paving the way for full EU accession.
